Rules for peer-reviewing procedure

All scientific manuscripts submitted to the editorial office of the journal "Laboratory Animals for Scientific Research" undergo obligatory two-way anonymous ("blind") peer review. Each reviewer must give answers to the manuscript to the questions set out in the standard review form. The comments and wishes of the reviewer should be objective, principled and well-grounded, aimed at improving the scientific and methodological level of the manuscript.

 

  1. The articles are reviewed by members of the editorial board, as well as by invited reviewers - leading experts in the relevant industry (veterinary, biological, medical sciences) in Russia and other countries. The decision on the selection of a particular reviewer for the examination of the article is made by the editor-in-chief or executive secretary. The review period is 2 weeks, but at the request of the reviewer it can be extended, but not more than 4 weeks.
  2. Each manuscript is simultaneously sent to 2 reviewers.
  3. Each reviewer has the right to refuse a review in the event of a clear conflict of interest that affects the perception and interpretation of the manuscript materials. Based on the results of considering the manuscript, the reviewer gives recommendations on the future fate of the manuscript (each decision of the reviewer must be justified):
    • recommend to accept the manuscript for publication in the journal;
    • recommend to accept the manuscript for publication in the journal after making changes in accordance with the comments (recommendations) of the reviewer without re-reviewing the article;
    • recommend to finalize the manuscript of the article in accordance with the comments (recommendations) of the reviewer and send it for re-review.
    • recommend to refuse publication of the article in the journal.
  4. If the review contains recommendations for correcting and revising the article, the editorial staff of the journal sends the text of the review to the author with a proposal to take them into account when preparing a new version of the article or to refute them with arguments (partially or completely). The finalization of the article should not take more than 2 weeks from the moment of sending an email message to the authors about the need to make changes. The article, revised by the author, is re-sent for review.
  5. In case of receiving one "positive" one (recommend to accept the manuscript for publication in the journal; recommend to accept the manuscript for publication in the journal after making corrections in accordance with the comments (recommendations) of the reviewer without re-reviewing the article; recommend finalizing the manuscript in accordance with the comments (recommendations) reviewer and send it for re-review) and one “negative” (recommend to refuse publication of the article in the journal) review, the editor-in-chief appoints an additional (third) reviewer. If a "positive" review is received, then the final decision on publication is made by the editorial board. In case of receiving a second “negative” review, the decision is made by the editor-in-chief. If two “negative” reviews are received, the decision to refuse publication is submitted for discussion by the editorial board.
  6. If the authors refuse to revise the materials, they must notify the editorial office in writing or orally about their refusal to publish the article. If the authors do not return the revised version after 3 months from the date of sending the review, even in the absence of information from the authors with a refusal to revise the article, the editorial office removes it from the register. In such situations, the authors are sent a corresponding notification about the removal of the manuscript from registration due to the expiration of the time allotted for revision.
  7. If the author and reviewers have insoluble contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the decision is made by the editor-in-chief.
  8. The decision to refuse publication of the manuscript is made at a meeting of the editorial board in accordance with the recommendations of the reviewers. An article not recommended for publication by the decision of the editorial board is not accepted for reconsideration. The refusal to publish is sent to the author by e-mail.
  9. After the editorial board of the journal makes a decision on the admission of the article for publication, the editorial board informs the author about it and indicates the terms of publication.
  10. The presence of a positive review is not a sufficient reason for the publication of an article. The final decision on publication is made by the editorial board. In conflict situations, the decision is made by the editor-in-chief.
  11. The originals of the reviews are kept in the editorial office of the journal for 5 years.
  12. Upon receipt of the corresponding request by the editorial office of the publication, the editorial office of the publication sends copies of the reviews to the Ministry of Education and Science of the Russian Federation.
